Lushan Rd, Changsha, Hunan Province, China，410083摘要:本文对国际工程项目管理实践中的三种典型管理模式EPC、IPMT和EPCM选择时项目业主、总承包商所应具备的关键因素如可用人力资源、项目管理水平、项目的范围清晰程度、对项目风险的态度等进行详细研究，提出与以上三种项目管理模式相对应的项目组织机构及其可能产生的组织行为以及对项目运营效率产生的影响，为项目的高效运营提供适当的项目人力资源配置方案和措施。ABSTRACT The key factors such as the available human resources, as well as project management capacity, project scope understanding and attitudes toward project risks for both the client and general contractors have been studied in detail of the three typical project management modes: EPC，IPMT and EPCM in international project management practices. The corresponding project organizations of the above mentioned three project management modes are proposed and the potential organization staffing behaviors and their impacts are analyzed systematically, and the proper staffing schemes and solutions are provided for proficient project operations.关键词:工程项目总承包 项目管理模式 EPC EPCM IPMT 人力资源管理 项目组织行为KEY WORDS Project General Contracting Project Management Modes EPC EPCM IPMT HR Management Project Organization Behaviors1、背景介绍目前，关于项目管理的细分模式有10多种，但是，目前具有代表性和实际操作性的工程项目管理模式可以归纳为以下三种：EPC、EPCM、IPMT。1．1EPC模式EPC是设计（Engineering）— 采购（Procurement）— 建造（Construction）模式的简称，此模式又称之为设计施工一体化模式。该模式于上世纪80年代首先在美国出现，得到了那些希望尽早确定投资总额和建设周期的业主的重视，在国际工程承包市场中的应用逐渐扩大。FIDIC于1999年编制了*作者介绍：利镇有：中南大学商学院博士生，曾在中国、美国、加拿大学习和工作多年，特级国际项目经理、跨国集团项目总监。何继善：中国工程院院士、中南大学教授、博导，湖南省科协主席。
