公司机关各办公室作为公司的管理部门，担任着“管理实务，服务基层”的重要职责，属公司的经济行政中心，是强化制度，对外发展的枢纽和桥梁，工作中要承上启下，协调左右，实现管理好，协调好，服务好。为进一步加强公司机关制度化、科学化、规范化建设，提高办事效率，树立办公室良好形象，塑造一支高素质的管理队伍，为公司科学、和谐、跨越发展提供坚实的保障，现结合公司机关工作实际，制定本制度。
第一条首问负责制
一、为进一步改进工作作风，树立办公室良好形象，更好地为基层、为群众服务，实行首问负责制。
二、第一位接手领导交办工作任务，接待来电、来访的人员为首问责任人，对其接处的首问事项必须负责到底。
三、首问责任人对来咨询办事或来访的人员，要以热情的态度认真接待，耐心听取对方要求，弄清事情的前因后果，明确处理途径。

五、对属于本人职责范围内的事，首问责任人要按规定及时办理；对不属于职责范围内的事，也要负责联系有关责任人或有关责任部门、科室，不能问而不答，推诿扯皮。如果问题紧急重大，首问责任人应立即向部门负责人或分管领导汇报。
第二条考勤制度
一、严格作息时间：全体干部职工要严格遵守作息时间规定，坚守工作岗位。上下班不得无故迟到、早退，并提倡上午适当提前上班，以便搞好办公室内外的清洁卫生。
二、坚守工作岗位：严禁在工作时间办私事或搞娱乐活动，无公务联系不得到其它部门和科室“串岗”。在上班时间，不得无故擅自离开工作岗位，不得随意外出，紧急情况临时外出要做好工作衔接，并主动告知主管领导，以便保持联系，方便工作。下班时，要关闭办公设备并切断电源，做好机关安全工作。
三、严格请假制度：机关工作人员因公外出必须向分管领导和主管领导请示、报告，因病或因私事外出必须请假。外出学习、培训和病事假经批准后方可参加或休假。机关干部职工请假半天，由部门负责人批准；请假1天或1天以上，由分管领导批准。凡请假者应先书面请假，并将假条交人力资源部严格履行考勤制度。期满

四、婚、丧、产假、公休假、公休日和法定节假日等按国家有关政策规定执行，超假者按病、事假处理。法定节假日由办公室统一安排值班并上报集团公司。
五、全体干部职工应保持通讯工具24小时畅通。第三条请示报告制度
一、按照个人服从组织、下级服从上级的原则，坚持逐级请示、报告，任何人不得超越自己的权限自行其事。
二、坚持谁交办向谁请示、报告的原则，避免多头请示、报告，努力提高工作效率。
三、以下事项要及时请示报告：1.重要活动和重要工作计划及进展情况。
2.领导交办的工作或事项，无法解决或遇到困难的。3.重大工作失误或事故。
4.参加上级和公司各种会议、培训、活动的主要精神和内容。5.其它需请示、报告的事项。
四、请示、报告问题要抓住重点和关键，做到简要明了、准确无误，不得随意歪曲或编造。
