区域耕地保护外部性研究

摘
要:以耕地资源价值类型为基础,运用收益还原法、等效替代法、市场价值法测算2001--2010年绵阳市
及其所辖各区县耕地外部性价值,并采用自然断点分级法划分耕地外部性价值损失等级,编绘绵阳市耕地外部性 价值损失等级分布图并讨论其空间分布特征。结果表明:绵阳市耕地生态服务价值呈下降趋势且供应不稳定;耕 地社会价值总体呈上升趋势,是外部性价值的重要组成部分,且社会价值与耕地面积变化呈高度负相关;耕地外 部性价值损失呈现出“大交错,小集中”的空间分布格局。提出实行耕地非农化制约机制,以达到制约耕地非农化
和促进耕地保护的双重效果;巩固农民在耕地保护中的主体地位,在粮食价格中体现耕地经营的生态社会价值,
引导耕地保护向“全民参与、全民共享”的方向发展。

Abstract:Based on the value type of cultivated land resources,income capitalization approach,equivalent
replacement method and market value method were applied to estimate the external value of cultivated land in Mianyang City and its administrative areas from 2001 to 2010,and the grade of cultivated land external value loss was classified by the natural breakpoint classification method.By means of ARCGIS platform,the compilation of cultivated land external value loss grade distribution map was accomplished and the characteristics of spatial
distribution were discussed.The results showed that the ecological value of cultivated land decreased and supplied erratically.The social value of cultivated land,an important part of the external value,rose in general,and the social value had highly negative correlation with cultivated land area change.The loss of cultivated land external value presented distribution with large intersection and small concentration.Based on the above results,we
