后勤管理部节能降耗实施办法

一、节能降耗小组:

1、成立水电、电梯空调节能降耗巡查小组

组 长:宋士强

副组长:田同贵

组员:于华地、路志刚、张梦谦、时铁君、邵经琢、张锁、张民选 2、每周进行一次全院性水电方面的检查，对发现的各种跑、冒、漏、长明灯现象即使整改，对责任科室给予50元/次的罚款。 3、加强节能降耗意识宣传，培养全员节约每滴水，每一度电的意识。 4、科学合理安排中央空调的运行时间，减少浪费。

5、了解和采用新的节能技术和设备，达到节能的目的。 工作目标:

1、以节水节电为重点，在全院广泛开展节能宣传教育，普及节能知识，培养全院职工的环保意识。

2、加强照明节电管理，白天尽可能采用自然光照明，做到随手关灯，杜绝浪费。

3、强化办公节电管理，制定节电用电制度，电脑设备随开随关灯，减少待机消耗。

4、加强节约用水宣传力度，鼓励医患群众共同节约用水。

二、后勤保障各小组具体要求:

(1)用水:

1、调整卫生间冲洗阀门的开启度，使冲洗水流量合理、够用; 2、在医院马桶水箱内安放矿泉水瓶，减少马桶冲洗水的水量; 3、医院马桶使用区域定期做是否有长流水的检查，杜绝漏水的现象。 4、完善部分水泵的过载保护装置，调整供水管网，合理利用各水泵功能。

5、定期对冷热水管网进行巡视检查，避免跑、冒、漏、滴现象; 6、定期对冷热水供水管网阀门进行检查保养;

7、对各部门及区域用水情况进行计量并分析用水情况是否正常。 (2)用电:

1、降低室内温度标准，夏季控制在24,27?，冬季控制在16,18?; 2、对一些陈旧老化的照明设备，需及时淘汰更换;

3、对设计不够合理的电路，重新布控;

4、减少射灯、白织灯，提高节能灯的使用;

5、根据季节变化，合理使用高压器，提高用电效率，降耗损和无功损耗;

6、提高功率因素，减少无功损耗;

7、合理使用公共场所照明控制线路，严格按制定的照明开关时间执行;

10、对各部门及区域用电情况进行计量并分析用水情况是否正常。

(3)中央空调:

1、中央空调系统在小负荷时采用“单冷冻,单冷却”的运行模式，降低空调系统电能的耗用;

2、减少阀门，过滤器阻力，使中央空调系统系统处于良好的工况状态，根据环境温度情况实时、动态运行冷水机组，和各区域风机，定期做好风机盘管过滤网、翅片的清洁、保养工作;

3、医院内各部门要根椐上班时间和客人的活动情况开启空调设备; 4、使用空调的办公场所要注意隔热和采取密封措施，防止内外热、冷气流相互泄漏。根据季节变化，合理调整机组的使用时间、空调温度;

5、定期清洗空调末端设备的过滤网，提高热交接效率和减少冷热气流阻力;

6、合理调节空调输送水泵的开启台数，依据使用量及环境温度开启冷却塔风扇数量;

7、在人流进出频繁的大门口安装气帘装置，以阻断内外气流交换。 (4)电梯:

1、医院行政班下班时间在各住院大楼停用一部客梯; 2、采用单双层电梯分离，提高电梯利用率。

1、随时关闭未用的灯;

2、根据照明情况为菜台服务区域制定照明计划;

3、餐厅关闭时关掉空调或暖气，在营业前半小时打开; 4、餐厅内进行摆台或清洁时使用专用灯源或使用最少的照明; 5、严禁跑、冒、滴、漏现象的发生，节约用电、用水、用气，使用要根据人员情况合理调配，尽量少开或不开;

6、消毒柜能用一台就不用二台;

7、日光灯由现在的双管灯改为单管灯，能不开灯时尽量不开或少开晚灯;

8、按厨房电器的使用要求进行操作，不使用时必须切断电源; 9、调整炉头火苗，以蓝火苗最佳，不蒸、炒时关闭燃气; 10、在食物放入冰箱前应先将其冷却，以免冰箱超负荷运行浪费更多的能源;

11、随手关水龙头，避免水资源浪费;

12、减少使用冲洗方式清洗或解冻食物。避免用冲水的方式来速冷汤; 在清洁碗盘时，先将碗/盘内的剩余物倒入垃圾箱里，严禁洗碗用流水冲洗。

(7)洗衣房:

1、尽可能在满载情况下使用洗衣机或烘干机(非超载情况下); 2、尽可能的满载运行，并且在进行洗涤前根据其污垢程度分类，以便减少洗衣机的运行时间。这样可以在满载运行时节省能源(非超载情况下);

3、供水系统中若出现漏水现象立即报告;

4、为降低医院成本，尽量使用低温洗涤剂;

5、如发现水温过高，应立即通知工程部维修;

6、当洗衣房停止使用时应随时关闭所有照明及设备。 (8)科室办公室应注意:

1办公区域在不影响办公的情况下，更换小功率日光灯，做到不用不开，用完就关。尽可能的实行一灯一开关，消除因少数人办公而办公室灯全开的浪费现象;

2办公室内的空调冷气温度设置在25? 到 28?之间，采暖控制在18? 至 20?，以减少能源浪费情况。办公室无人时关闭空调; 3、不需要时应关掉电脑，尤其是在夜间应特别注意; 4、员工在不拿任何重物的情况下步行上一层或下二层，减少电梯使用率。
