试论工程量清单计价模式下业主应对不平衡报价的策略

摘要：随着工程量清单计价规范的实施，“量、价分离”的单价投标模式为不平衡报价提供了空间。本文结合笔者的实践经验，从业主的角度来分析和探讨，如何有效规避和控制工程量清单计价模式下投标人的不平衡报价，并重点阐述了业主应对不平衡报价的策略。

Abstract: Along with the implement of the engineering quantity list valuation specification, the price bidding mode of the “quantity and price separation” provides some space for the unbalanced bidding. Combined with the author’s practical experience, this paper analyzes and discusses on how to effectively avoid and control the unbalanced quotation under the engineering bill pricing mode from the perspective of the owners, and expatiates the unbalanced bidding strategy faced by the owner.

随着《建设工程工程量清单计价规范》的逐步实施，清单合同的工程进度款和结算价都是根据实际完成的工程量和投标人的单价来进行的。这种“量价分离”的单价合同模式为投标单位实行不平衡报价、变更、索赔提供了条件。而目前我国相关法律法规对不平衡报价尚未有明确有效的限制和调整条文，这就为不平衡报价的产生提供了可能。
