摘要：西方国家尤其是美国一直都强调“市场经济”的作用，而关于医疗保障体系是否适用政府不干预的原则存在很大的争议，美国坚信是“私有经济成分能更好的创造财富”的主要代表者，诚然，市场的缺陷并不是把问题转交给政府去处理的充分条件，但令人疑惑的是对于医疗保障体系这一特殊的领域是否适用这个原则呢？为什么美国在医疗领域投入了高额的资金，但是这个保障体系却几乎没有得到任何方面的肯定？它到底存在哪些问题呢？本文分析了美国医疗保障体系高费用与低效率的现象，并将其失败的原因归结为美国的自由主义意识形态。

Abstract: the western countries, especially the United States has been emphasized "market economy" role, and medical security system is about whether government intervention has a lot of the principle of the dispute, the United States believes that "the private sector of the economy can better create wealth" main representative, admittedly, market defect and the problem is not forwarded to the government to deal with the sufficient condition, but a doubt for medical security system is a special field for this principle? Why the United States in the medical field into a higher capital, but the security system is almost didn't get any aspect of the sure? It really exist what problem? This paper analyzes the American medical security system high cost and low efficiency of the phenomenon, and its failure reason comes down to American liberalism ideology.
