云产卷烟品牌导向型烟叶原料基地单元建设初探

        摘 要：对云产卷烟品牌导向型烟叶原料基地单元建设进行分析，指出基地单元建设过程中存在基础设施投入不足、基地单元基础管理不到位、合作社建设不到位、基地单元烟叶不能满足工业需求、工业参与单元建设深度不够、基地单元建设面临拐点等问题，并提出了加大基地基础设施投入、强化烟叶生产基地管理、促进基地单元验收工作、加强工商研合作、推进烟农专业合作社建设等促进基地单元建设发展的意见和建议。

        Abstract：This study analyzes Yunnan cigarette brand-oriented tobacco raw material base unit construction， finds out some problems existing in the base unit construction process such as under-investment in infrastructure， low-quality base unit basic management， poor cooperative construction， the base-unit tobacco leaves below the demand of industry， inadequate-depth industrial participation in the unit construction and the base unit construction facing a turning point， and puts forward some suggestions on the construction and development of the base unit such as increasing the infrastructure investment， intensifying the tobacco leaf production base management， promoting the base unit acceptance check work， strengthening the cooperation of industry with commerce and research， and building up tobacco farmer professional cooperatives for the development of base unit construction and tobacco production in Yunnan.
