Vienna, the capital of Austria, is famous for its wealth of art, music, museums and parks. But some locals are saying that the city’s beauty is damaged by dog owners who don’t clean up after their pets.

And, last week they came up with a solution. There is a citywide campaign telling dog owners to pick up after their dogs. That means, don’t leave a mess on city streets and in parks.

“We want to reach as many dog owners as possible to remind them of the rules,” said Ulli Sima, city official in charge of the environment.

“We want to show them the easiest solution to the problem: put it in a bag and then in the next rubbish bin,” said Sima.

There are about 158,000 dogs in Vienna. The city requires their owners to bag the pet’s mess when walking it outdoors. But it is believed that only a small number of the city’s dog lovers actually follow the rules.

Every day dogs drop between 5 and 10 tons of their waste around the city. Vienna spends 7 million euros( 70 million yuan) every year just to keep the streets mess-free.

The city is blamed for not being very strict with the rules. Dog owners say they pay 40 euros each years for their pet. But the city argues the dog license fee has nothing to do with cleaning up dog messes. The fine for leaving a dog mess is high—as much as 72 euros. The city, however, seldom punishes those rule breakers.

City officials said that the campaign was not meant to be an attack on dog owners.

“The city does a lot for peaceful co-existence by building areas for dogs or providing bags for dog waste. But dog owners must do their part as well and accept these offers,” said Sima.

Break Your Bad Mood

Having one of those days or weeks – when everything seems to annoy you? Even if you do nothing about it, your bad mood will probably go away after some time. But with a little effort, you can forget it much faster – often within a day or two.

Walk it off

Exercise is the most popular bad-mood buster. A person who’s in a bad mood his low energy and high tension. Taking a fast ten-minute walk, or doing some quick exercise can do wonders towards changing that bad mood.

Tune it out

Listening to your favorite music for a while can also make tension go away quickly, because music starts associations with past positive experiences we’ve had.

Give yourself a pep talk

Stop and listen to what’s on your mind. Bad moods are often started by too many negative thoughts. Write them all down on paper-the pessimistic(悲观的)messages you’ve been giving yourself and then give optimistic answers. (“I still don’t have a job.” Vs “I have two interviews next week.”)

Reduce your stress

Relaxation techniques are wonderful mood-lifters. These include deep breathing, stretching and visualizing(想象), all of which sound complicated but aren’t. One easy way to visualize: close your eyes and picture a favorite place, such as the beach. Another simple way to be against distress(痛苦)is to make a to-do list. One reason for being in a bad mood is feeling you have no options. By taking control over certain areas, you realize you’re not helpless. You can make changes in your mood and life.

Avoid things that won’t improve your mood.

TV may not help much: You need to increase your energy level and stimulate your mind – something that TV show “Neighbors” won’t do. And before you reach for that piece of cake and coffee, think about how mood and food are linked. Sugar and caffeine contribute to depressed moods. A better choice? Research shows that carbohydrates, such as potatoes and pasta(意大利面食),produce a calming effect on people who have a desire for them.

8We learn from the text that it might help rid us of a bad mood .

AIt is not complicated to do so. BIt is an area which can be easily controlled.

CIt helps beat a bad mood. DIt brings us a new technique.

10TV may not improve your mood because .

Ait sometimes shows what happens around you

Bit keeps you sitting without moving

Cit reminds you of eating and drinking

Dit produces a calming effect.

Oh, the things that I should see if I had the power of sight for just three days!

The fast day would be a busy one. I should call to me all my dear friends and look long into their faces, imprinting(刻上) upon my mind the outward evidences of the beauty that is within them, I should let my eyes rest, too, on the face of a baby, so that I could Catch a vision of the eager, innocent beauty which precedes the individual's consciousness of the conflicts which life develops.

And I should like to look into the loyal, trusting eyes of my dogs--the serious, clever little Scottie, Darkie, and the strong, understanding Great Dane, Helga, whose warm, tender, and playful friendships are so comforting to me.

On that busy first day I should also view the small simple things of my home. I want to see the warm colors in the carpets under my feet, the pictures on the walls, the lovely small furniture that transforms a house into home. My eyes would rest respectfully on the books in dot-raised type which I have read, but they would be more eagerly interested in the printed books which seeing people can read, for during the long night of my life the books I have read and those which have been read to me have built themselves into a great shining lighthouse, showing me the deepest channels of human life and the human spirit.

In the afternoon of that first seeing day, I should take a long walk in the woods and intoxicate (使陶醉) my eyes on the beauties of the world of Nature trying desperately to absorb in a few hours the vast brilliance which is presenting itself to those who can see. On the way home from my woodland trip, my path would lie close to a farm so that I might see the patient horses ploughing in the field and the peaceful content of men living close to the soil. And I should pray for the glory of a colorful sunset.

When dusk had fallen, I should experience the double delight of being able to see by artificial light which the genius of man has created to extend the power of his sight when Nature brings darkness.

In the night of that first day of sight, I should not be able to sleep, so full would be my mind of the memories of the day!
