The relationship between formal education and economic growth in poor countries is widely misunderstood by economists and politicians alike.(贫穷国家的正规教育与经济增长之间的关系被诸如经济学家和政治家之类的人广泛地误解了)

Progress in both areas is undoubtedly necessary for the social,political and intellectual development of these and all other societies;(毫无疑问,对于这些国家及所有其他国家的社会、政治和学术发展而言,经济和教育这两方面的增长无疑都是非常必要的)

Thus poor countries might not be able to escape their poverty traps without political changes that may be possible only with broader formal education.(因此,贫穷国家如果不改变政治情况便无法摆脱其贫困状态,而要进行政治改革只能靠更广泛的正规教育才能得以实现)

A lack of formal education,however,doesn't constrain the ability of the developing world's workforce to substantially improve productivity for the foreseeable future.(然而,正规教育的缺乏并不能限制发展中国家的劳动力在可预见的未来持续大规模提高生产力)

On the contrary,constraints on improving productivity explain why education isn't developing more quickly there than it is.(相反,对提高生产力的限制解释了为何那里的教育发展的速度并没有快于目前的速度)
