Prevailingdiscourseemphasisestheuniversityasaparamountplayerinaglobalsystem
increasinglydrivenbyknowledge,informationandideas.Knowledgeisreplacingother
resourcesasthemainengineofeconomicgrowth,andasthenewknowledgeeconomyis
necessarilyglobal,thereachofuniversitiesmustbeso,too.
Throughouthighereducation,borderlesspartnershipsareflourishingasneverbefore,
improvinglearningandlivesindramaticways.Often,universities'internationalinitiativesare
framedasacompetitivenecessity.Butifthesearecompetitions,theyareonesinwhich
everyonecanwin.Asotherinstitutionsfalterindispiritingsuccession,universitiesnurturethe
hopesoftheworld:insolvingchallengesthatcrossborders;inunlockingnewknowledge;in
buildingculturalandpoliticalunderstanding;andinmodellingenvironmentsthatpromote
dialogueanddebate.
Yetevenaswemarvelathighereducation'sglobalexpansion,weseeitsfutureimperilled.We
findthattheglobaleconomiccrisishasslowedourcross-bordermomentum.Astheworld
oscillatesbetweenopennessandinsularity,manyworrythatweareenteringamore
inward-lookingperiod,whennationalanxietiesrisktrumpinginternationalaspirations.
Intheyearsfollowingthe9/11terrorattacks,securityconcernshaveinhibitedeaseof
movementformany.Andinthewakeoftheglobalrecession,fearsofeconomiccompetition
haveintensifiedresistancetoimmigration.Talentcomeswithmanydifferentpassports.Yet,as
weatuniversitiesworktoattractthemostpromisingandcreativeminds,wefacethespectreof
heightenedimpedimentstobordercrossings,atamomentwhenhighereducationincreasingly
requiresthefreeflowoftalentandideas.
Theglobalrecessionhasofcourseproducedanevenmoredirectthreat
—
afinancialone.
Whiletheknowledgeeconomydrawsfuelfromtheunprecedentedgrowthofhighereducation,
manyuniversitybudgetsfaceseriouscutbacks,evenasenrolmentsandexpectationsrise.
PerhapsthemostdramaticUSexampleinvolvestheUniversityofCaliforniasystem,thegold
standardofAmericanpublichighereducation,whichwasconfrontedwitha20percentbudget
cutthispastfiscalyear.HighereducationintheUKandIrelandfacessimilarchallenges.We
arecaughtintheparadoxofcelebratingtheglobalknowledgeeconomywhilesimultaneously
underminingitsveryfoundations.
Atsuchatime,thereisadangerthatthefocusonhighereducationasthefundamentalengine
ofeconomicgrowthisprovingsopowerfulthatitwilldistortourunderstandingofallthat
universitiesshouldandmustbe.Suchassumptionscan,forexample,encouragea
devaluationofbasicscientificresearch,ofinvestigationthatmaynotyieldimmediatepayoffs
orsolveconcreteproblems.Theintenselycompetitiveglobaleconomyhasdriven
governmentstodemandmoreimmediate,tangiblereturnsontheirinvestments.
Toooften,suchanemphasiscanmeanespeciallypainfulcutsfordisciplineswhosevalue,
thoughhardertomeasure,isnolessreal.Asstewardsofcenturies-oldtraditionsofhigher
learning,wemustworktoensurethattheunderstandableefforttopromotewhatisvaluable
doesnoteclipseoursupportforwhatisinvaluable.
Whenwedefinehighereducation'sroleprincipallyasdrivingeconomicdevelopmentand
solvingsociety'smosturgentproblems,werisklosingsightofthekindsofenquirythatenable
thecriticalstance,thatbuildthehumaneperspective,thatfostertherestlessscepticismand
unboundedcuriosityfromwhichourprofoundestunderstandingssooftenemerge.Toonarrow
afocusonthepresentcancomeattheexpenseofthepastandfuture,ofthelongviewthat
hasalwaysbeenhigherlearning'sspecialconcern.
Howcanwecreatemindscapableofinnovationiftheyareunabletoimagineaworlddifferent
fromtheoneinwhichwelivenow?Historyteachescontingency;itdemonstratesthatthe
worldhasbeendifferentandcouldandwillbedifferentagain.Anthropologycanshowthat
societiesareandhavebeendifferentelsewhere,acrossspaceaswellastime.Literaturecan
teachusmanythings,includingempathy

howtopictureourselvesinsideanotherperson's
head,life,experience
—
andhowtoseetheworldthroughadifferentlens,whichthestudyof
theartsoffersaswell.
Economicgrowthandscientificandtechnologicaladvancesarenecessarybutnotsufficient
purposesforauniversity.Andwithinthedomainofscience,universitieshaveadistinctive
obligationtofulfilthedeephumandesiretounderstandourselvesandtheworldweinhabit
—
evenwhenthereisnopracticalapplicationcloseinview.Itisworthrememberingthatthemost
transformativescientificdiscoveriesoftentracetheiroriginstoresearchbornofsheercuriosity
aboutwhoweareandhowwecanfathomthemostintriguingmysteriesofthenaturalworld.
