【典型例题1】

【分析】本题题干在问，“Arizona计划的三个条款被推翻是因为________”。根据关键词可以定位到第二段第三句话，Arizona试图去推行和现有的联邦法律相平行的政策。而D选项说他们和联邦及州政策是相矛盾的，很显然在语义上不一致。
