摘 要

船舶融资租赁是一种新生的交易方式，是融资租赁的一种。船舶融资租赁的出现，使资本以更方便方式进入海运市场，从而得到较高的回报，同时也使海运业得以更好地发展，从而对国际贸易的快速增长起到了促进作用，我国是海运大国和船舶制造大国，发展船舶融资租赁具有现实意义。

船舶融资具有资金需求量大、融资风险高、投资回收期长、融资方式多样性、决策难度大等特点。船舶融资租赁是指由承租人选定船舶和船舶买主，或者选定造船厂和船舶建造技术标准等，由出租人或租赁公司分别与承租人和船舶卖方或者造船厂签订融资租赁合同和船舶买卖合同，出租人将船舶出租给承租人，由承租人支付租金的交易。融资租赁对于出租人来说具有较大的风险，其风险主要有系统性风险和非系统性风险，其中系统性风险主要是金融风险和政治风险，自然灾害风险等；非系统性主要有经营性风险和操作性风险等，针对不同的融资租赁风险，需要采用不同的风险防范措施。在大力发展船舶融资租赁的同时，我们要正视以上风险，并采取有效措施进行规避是船舶融资租赁亟待解决的问题。

本文首先介绍风险相关理论，其次介绍我国船舶融资租赁概念及特点，接着从风险识别、风险评价和风险控制等几个主要方面对其进行分析论证。值得一提的是，本文针对我国目前船舶融资租赁风险管理研究的薄弱点，运用定量与定性相结合的方法，对船舶资租赁项目的风险进行了综合的评价，为有针对性的船舶融资租赁风险控制提供了理论，希望能借此抛砖引玉，建立和完善有关船舶融资的法律法规，优化船舶融资环境，使我国航运业和造船业有更强的能力去迎接加越来越激烈的竞争和挑战。

ABSTRACT

Finacial lease is a new type of transaction,which is also attractive for the investors interested in shipping market.By this way, investors put more money into the companies engaged in navy transportations.China is a maritime and ship manufacturing country ,the development of the ship finance leases is of practical significance to our country

Shipping financing is one kind of great investment and the recycling time is long.The shipping financial leasing means the lessor purchase the ship which had been selected by the lesser. The lesser use that ship and pay the hire to lessor. And at the end of leasing, the lesser will have the property of the ship. Finance leases mainly risk is systemic risk and non-systematic risk, systemic risks which are mainly financial risks ,political risks, and natural disasters risks; non-systemic are mainly operating risk and operational risk, different risk require different measures to solve them. While developing the ship finance leases, we have to face these risks, and take effective measures to avoid the ship finance lease problems

This paper firstly present the risk management related theory, then introduce analyzes and arguments the present risk management of shipping leasing in China from the risk affected elements,risk evolutiom and risk management．What is worth mentioning,，the last two parts, which analyzes various risks that may be encountered in practice and takes several effective methods to elude the finance risks. The purpose of this article is attracting more regard in shipping financial leasing in China and establishing the legal systemas soon as possible ，which can give powerful support to the development of chinese shipping industry.
