新形势下石油企业财务集中管理和控制模式的研究
摘要：新形势下石油企业生产经营运作的特点及其所面临的财务管理状况都决定了其实施和执行集中式财务管理和控制模式有着特别的意义。本文从石油企业对资金使用统一划拨统一结算、实施全面预算统一预算管理以及建立完善的财务信息系统等方面探讨了其财务集中管理和控制的模式。

一、新形势下石油企业生产经营的特点及其对于集中式财务管理和控制模式要求的概述
新形势下石油企业生产经营具有资本需求量大、关联产业多、产业链长度长以及跨国性汇率结算等问题，其突出的表现为石油生产企业所在的行业多涉及到基础工程的建设，石油链条的相关产业和产品的地区分布比较分散，石油生产交换中的原材料、初级品和最终产品的地理区域跨度非常大，这些都对石油企业财务管理的效率和效能提出了新的挑战。
