新华社郑州２月２８日电中共中央政治局委员、国务院副总理张德江近日在河南调研时强调，要深入贯彻落实科学发展观，全面贯彻落实中央经济工作会议精神，全力以赴促进工业增长，努力提高工业整体素质和增长质量，千方百计稳定和扩大就业，加快社会保障体系建设，促进经济平稳较快发展和社会和谐稳定。
２５日至２８日，张德江到河南就工业运行和就业工作进行调研，先后考察了郑州、新乡、洛阳的部分企业和劳动力市场，并召开座谈会。他指出，要把促进工业增长作为保持经济平稳较快发展的关键，认真落实扩内需、促增长的政策措施，加强对企业的分类指导和服务，支持和鼓励企业开拓国内外市场，大力调整优化产业结构，加快自主创新和技术改造步伐，切实加强和完善企业管理，培养、关心和爱护企业家，大力发展非公有制经济和县域经济，开拓创新，扎实工作，确保实现全年经济增长目标。
张德江强调，要全面加强就业工作，把稳定和扩大就业摆在更加突出的位置，落实政策，明确责任，广辟就业渠道，拓宽就业服务，切实抓好这项关系民生、关系社会和谐稳定的大事。要坚持把保增长扩内需与促进就业结合起来，把调整产业结构与促进就业结合起来，把企业发展与促进就业结合起来，突出创新就业带动就业，突出培训推动就业，突出帮助重点人群解决就业，突出转变观念实现就业，继续促进稳定就业和增加就业，保持就业形势基本稳定。

2月28日，十一届全国人大常委会第七次会议四审表决通过了食品安全法，从法律制度上预防和处置“三鹿事件”这类重大食品安全事故。
从2007年12月，食品安全法草案由国务院总理温家宝签署提交十届全国人大常委会第三十一次会议初审，再到2008年8月的二审和10月的三审，这部广受关注的法律草案的诞生经历了三个年头。
全国人大常委会法工委副主任信春鹰回忆说，“在提交人大常委会审议之前，国务院法制办从2004年的7月开始着手食品安全法的立法起草工作，所以这部法律应该说是五年磨一剑，磨了很久，因为它太重大，它涉及的问题关系到每一个公民，也体现了党和国家对食品安全工作的高度重视。”
全国人大常委会四次审议通过的食品安全法，经历了多次修改和完善。全国人大法律委员会先后召开了7次会议，对食品安全法草案进行逐条审议；全国人大教科文卫委员会召开了2次会议，对食品安全法草案进行审议。全国人大常委会组织了13次立法调研，立法过程中征求了31个省市区的意见。食品安全法的诞生，将对事关公众身体健康、企业诚信与行业发展，以及社会和谐发展的食品安全问题进行法律保障。

据了解，现在全国的食品企业大约有50万家，规模以上的企业有2.6万家，他们的产品的市场占有率达到72%，这个数字说明我国的食品工业化程度相当高，而工业化程度和产品质量控制有直接关系。
震惊中外的“三鹿奶粉事件”的发生,直接推动了食品安全监管制度的变迁。2008年9月18日,国家质检总局发布第109号总局令,决定废止《产品免于质量监督检查管理办法》。10月底进行三审的食品安全法草案,随即对此进行了确认,规定对食品不得实施免检。
三鹿奶粉事件发生后，全国人大常委会再次进行了针对性修改。草案三审稿由此建议增加了两条规定：一是卫生部门在制定食品添加剂标准时，要经过评估，证明食品添加剂是安全可靠的，才能列入食品添加剂目录；二是草案第四十五条，进一步规定在食品添加剂目录之外不得添加其他的物质，以避免非食品添加剂的有毒物质被加入。
十一届全国人大常委会第五次会议三审的食品安全法草案所提出的八处新修改中，有六处都直接针对此事件。
据参与草案起草的专家介绍，这一轮修改重点增加了食品添加剂的风险评估制度，力图改变长期以来卫生、质检、工商、药监、农业“五龙治水”的监管制度，确定由其中一个部门做“班长”，同时还要求负责部门必须做好食品安全的预警，并鼓励对食品安全问题进行舆论监督。
